[parted-devel] [PATCH] master. Update News file

Hello list

We must update the NEWS file for the next release.  This patch tries to
put all that was discussed in the parted-list.  Its obvious that most of
the bugfixes are missing.  But if we want to get 1.9.0 out the door
anytime soon, I suggest not mentioning them in the NEWS file.

Suggestions appreciated.
