[Pbuilder-maint] Bug#361362: PBUILDERROOTCMD should default to "sudo -E"

It appears that using "sudo -E" instead of "sudo" for PBUILDERROOTCMD fixes 
this in Ubuntu.

Now that the upstream/Debian behaviour has hit Ubuntu Hardy, I've filed 
https://launchpad.net/bugs/175776.

I'm unsure though, if this would work out of the box for all users in Debian, 
too.
