Old apt versions ignore "-o APT::Install-Recommends=false" options, so
I've decided to add that to apt invocations to
pbuilder-satisfydepends-classic.

Also I'm installing /etc/apt/apt.conf.d/15pbuilder with that change. I
hope that should fix things up.


I think I need to fix pbuilder-satisfydepends-experimental also.
