Running gdebi inside or outside of chroot

 Since I had a good testing environment to work on this, I went ahead
 and implemented + pushed my proposed change, see
 5e2bbef1410919e42f495ca25bb1606cb24c1b67; I'm happy to revert it if
 co-maintainers want more time to discuss this change.
