This is a new pbuilder setup with a ~/.pbuilderrc containing

OTHERMIRROR="deb file:/var/cache/pbuilder/result ./"
BINDMOUNTS="/var/cache/pbuilder/result

E: Some index files failed to download, they have been ignored, or old ones used instead.
 -> Aborting with an error
 -> unmounting /var/cache/pbuilder/result filesystem
 -> unmounting dev/pts filesystem
 -> unmounting proc filesystem
 -> cleaning the build env
    -> removing directory /var/cache/pbuilder/build//17184 and its subdirectories

No base.tgz is created. But if I do

josie at laptop:/var/cache/pbuilder/result$ sudo sh -c "dpkg-scanpackages . /dev/null >  Packages" 
 Wrote 0 entries to output Packages file.

the pbuilder create command is successful.

Maybe it is obvious to a developer but it would be helpful to document the need for a Packages file.
