Bug#452567: pbuilder always installs Build-Depends-Indep, even for --binary-arch builds.

Hi,

I just tried to use pbuilder to predict what will happen on Buildds
(which do not install Build-Depends-Indep), but this is not possible due
to this bug.

Please consider adjusting pbuilder behaviour to buildd behaviour in that
respect.
