I really recommend to not use ccache, but if you must,
the normal way is to set CCACHEDIR in /etc/pbuilderrc,
which will lead to it being installed as extra package
on --update automatically.

(You’d still have to set PATH appropriately. When I
tried it, it didn’t WFM though.)
