Maybe you didn't parse it as I intended. I didn't mean to say resolv.conf was
*never* updated. I mean it wasn't *always* updated, and especially not when
USENETWORK=no.

Actually, I think during the setup/teardown phase you actually want the chroot
to be in the same state the workstation is, somehow. Not sure how hard it is
to achieve that and still have a minimal setup inside the chroot, though.
