So, I created a really fresh VM (with an old testing from the time
testing was jessie), dist-upgrade it to sid.
installed sudo (and pbuilder to try it out).
So, out of the box I could do the following:
$ export hello=world
$ sudo -E echo $hello
world
I thus claim the default sudo config allow you to use -E.
Out of curiosity, I tried and I successfully used pdebuild (the pbuilder
failed because I didn't create the base.tgz, but it got to that point,
which is something).
Please, check better your sudo config, I believe you (maybe involontary)
changed the part that allows you to use it.
