From qemubuilder.8:

       ARCH_DISKDEVICE=hd

              The architecture-specific disk device specifier. Most arches use
              sd  these  days.  The only exceptions were i386 and amd64, which
              used to use hd.

The only other version (when the option was introduced) read:

       ARCH_DISKDEVICE=hd

              The architecture-specific disk device specifier. Most arches use
              sd, except for i386 and amd64, which use hd.

This has never claimed to affect what device type is actually used.
