As noted by Björn JACKE in this report, the Encode-HanExtra CPAN
module can be used to make Encode support gb18030.

Reassigning this to a request for packaging (RFP) and Cc'ing the
debian-perl and debian-chinese-gb lists to reach likely candidates.

The Enhances debian/control field could be useful to note the relation
to the perl package.
