Bug#528544: perlio: ignores TMPDIR

Currently the PerlIO layer ignores the TMPDIR environment variable when
opening tempfiles with the "open(FH, '+<', undef)" idiom. Pretty
annoying when eg. a git-svn import eats up the small /tmp and there's no
way to override it..
