Bug#608385: perl: provide libencode-perl

Package: perl
Version: 5.10.1-16

Filing a bug so I don't forget. The ITP is #608294 .

The main thing is to add Provides: libencode-perl so that any unversioned
dependencies don't pull in the separate package unnecessarily.

The Conflicts+Replaces could wait for later but it doesn't hurt to add
them at the same time.

Okay. I've prepared this for upload and will do so next week.
CCing perl at packages.debian.org in case this needs some change in
the version of perl in experimental.

Cheers,
Dominic.
