Thanks for the report.

I don't think this is quite enough to warrant a stable update by itself,
but I'll try to include the fix if we are going to have one anyway.

Meanwhile, I suggest you install a newer Encode version from CPAN 
under /usr/local.

As for bumping the whole Encode.pm to a newer version: the rules for
a stable update in Debian are quite strict and the fixes need to be
minimal, so we'd need to cherry pick the relevant fix alone. In this case
that seems to be easy though.
