Yes, I can reproduce it in an i386 chroot.
It only seems to happen through dpkg-buildpackage - calling
./debian/rules perl.static
manually doesn't trigger it.
I think I was able to get it to happen manually once, but not anymore.
As I recall, the error messages were about the .so plugins being built
for a 64 bit target instead of a 32 bit one.
Does your i386 build system have a 64 bit kernel or a 32 bit one?
FWIW, I'm running on amd64 in an i386 chroot with personality=linux32
in schroot.conf.
Will keep looking.
