Yes, this is correct; suidperl has been removed upstream, so it has
gone from the Debian pacakge too. Any package using suidperl in Debian
should now have a bug open against it, if it hasn't already been fixed
to not use suidperl.

It's regrettable that this functionality was removed, but there was no
interest in maintaining it upstream, so its removal was inevitable.
