Bug#154963: Use perldoc.perl.org code?

Since this bug was filed, the perl-doc-html package was created, which 
takes the built documentation from perldoc.perl.org. 

It would be better to build the HTML files from source, using the code
at <http://perl.jonallen.info/projects/perldoc>.

It would also be better to build this from the perl package itself, so
that the documentation remains accurate. This would only be possible if it
didn't unreasonably extend the build-depends of perl itself.

If it did, then the alternative approach would be for perl-doc-html
to remain a separate package, but to Build-Depend on the exact upstream
version of perl. That said, we reserve the right to make changes to POD
between upstream releases, so even that doesn't work particuarly well.

I will file a bug on perl-doc-html to remind us that that package has very
out of date documentation.
