This has been recognised as a bug in apt
(http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=639290);
unfortunately I'm not aware of a workaround other than to install
apt from experimental, which isn't ideal.

I'm merging this with the original bug, and upgrading the severity.
Possibly it should even be raised to serious...
