I haven't had the time to look at the actual issue, but it looks like the
upstream report should be at rt.perl.org / perl5-porters at perl.org instead
of rt.cpan.org. See the AUTHOR section of the IO::Socket manual page.

This may explain the apparent lack of upstream interest.
