Bug#690976: perl: regression in /i matching with UTF-8 encoded strings

 perl -e 'print "ok\n" if "f\x{FB00}" =~ /ff/i'

gives "ok" on squeeze but not on wheezy.

This was fixed in 5.14.3 with the attached patch. As a regression from
squeeze, I think this is a candidate for wheezy if it's not too late
for that.
