Just reviewed that thread again and I think the range of options
and lack of particularly strong views means that whatever we do will
not be too bad.

I think I'd vote against the NEWS.Debian thing on the basis of it
being mostly noise for end-users, and to use Recommends rather than
Depends given that it mostly requires a conscious choice to not install
them.

Handily (having just checked, not knowing the current state) this is
what's already in the perl 5.20 packages.
