Bug#747628: perl: module deprecations / removals in 5.20

Just adding a note on this bug about the thread on the debian-perl list.

I'm still not quite sure if we reached a consensus on using Depends
vs. Recommends. The current state in 5.20.0-1 should probably be at
least reviewed to check if it's consistent.

Also, Russ argued that we should use a NEWS.Debian entry in the perl
package to document the removals. I'm a bit wary of this but I suppose
we can try it and revert it if we get too many flames.
