Bug#820633: perl: misleading cross build note in build logs when config.sh is missing

When there's no config.sh file containing stored Configure probe
results for cross builds, the current logic in debian/config.debian
outputs an incorrect message saying

  Note: source package config.sh for cross building is up to date with the generated one (good!)
