Users of stable systems should certainly be expected to read the
release notes when upgrading. They may not, but we can't do anything
about that.

The next time this comes up, maybe we should consider not adding the
Recommends on the dual-lived package when they become deprecated, so
that people actually see the deprecation warnings.

I've retitled this bug to reflect the need to document this. For
Module::Build there doesn't seem to be anything else to do at this
point.
