Dear Niko and Dominic,

The Vcs-Git header of Debian's perl package currently points to
"https://anonscm.debian.org/perl/perl.git -b debian-5.24" which fails as
follows:

$ git clone https://anonscm.debian.org/perl/perl.git -b debian-5.24
Cloning into 'perl'...
fatal: repository 'https://anonscm.debian.org/perl/perl.git/' not found

The correct header would be
"https://anonscm.debian.org/git/perl/perl.git -b debian-5.24".
                           ^^^^^
