Bug#884924: perl: include dpkg-vendor information in 'Configured by'

Looking at

 https://rt.perl.org/Public/Bug/Display.html?id=132631

it would be clearer if downstream distributions didn't claim their perl
is 'Configured by Debian Project', particularly if they have done source
changes to our package.

My best idea so far is to put the output of 'dpkg-vendor --query Vendor'
in cf_by.
