As reported in [perl #130766], a regression in Perl 5.24
made some combinations of Encode::encode and substr leak
memory.

For instance, running

 perl -e 'use Encode; while (1) { encode("ascii", substr("test",1)); }'

makes the perl process grow without bounds.

We should probably fix this for stretch.
