FYI it happens on sid too. It looks like it only happens sometimes,
leaving at least

 /usr/lib/python2.7/dist-packages/osgeo/_gdal.x86_64-linux-gnu.so

too small (15K vs >500k) on some builds. I've also seen at least one
zero-sized

 /usr/lib/python2.7/dist-packages/osgeo/gdal_array.py

I currently suspect it's a race condition in swig/python/GNUmakefile
with parallel builds or something like that but I haven't got to the
bottom of it yet.
