Thanks for the report and sorry for the delay.

I've forwarded this upstream as
https://github.com/dankogai/p5-encode/issues/127 and I'm cloning a
separate bug against the separate libencode-perl package, which is where
this needs to be fixed first.

A test case without piconv in the mix would be

 perl -MEncode -e 'Encode::decode("MIME-Header", "=?U".("_"x200)."?Q??=")'
