To disable the time variation in general would probably be a loss,
but for the perl package it should be possible to adjust

to pass REPROTEST_EXTRA_ARGS [0] in "variables:" with something like
'--no-diffoscope --vary=-time'
(--no-diffoscope taken from the template, can maybe be left out)

No tries, no guarantees, but maybe something like this works :)
