Bug#942852: perl-modules-5.30: cpan writes configuration under .local/share/.cpan instead of .cpan

When I run "cpan" after purging my configuration, the new
configuration is written under the .local/share/.cpan directory,
instead of .cpan as documented in the CPAN(3perl) man page.
