Could you please tell us which part of / sentence in the manpage you
consider to be wrong?

A quick search comes up with

    On Debian systems, you need to install the perl-doc package which
    contains the majority of the standard Perl documentation and the
    perldoc program.

which seems correct and matches your expectations. Besides that, the
perldoc program is mentioned several times.
