Dear Maintainer,

We have this same issue on 5.24.1 for debian 9 (yes, old stable)

cpan/Time-Local/t/Local ....................................... #   Failed test 'timelocal year for 1970 1 2 0 0 0'

#   Failed test 'timegm year for 1970 1 2 0 0 0'
