we should probably check the TeX policy and ask the TeX maintainers
first what they consider as correct behavior

eventually also make mktexlsr check for $DPKG_MAINTSCRIPT_PACKAGE and
remove /usr/local from the default directory list in that case, i.e.
when being run from a maintainer script
