The version of libace-flreactor-dev in unstable has a dependency on
libfltk1-dev.  There is no libfltk1-dev package in either testing or
unstable; this makes this package uninstallable on all architectures, and
makes this version of ace unsuitable for testing.

Between this bug and bug #288161, I am tagging ace and its remaining reverse
dependencies -- ivtools and mxv -- for removal from testing until ace is in
a consistently releasable state.

I can't see any reason why ivtools-dev should depend on libace-dev given
that the build dependencies go unused, so it would probably be in the
ivtools maintainer's best interest to drop this dependency.  (I do see that
there are three header files in ivtools-dev that reference headers from
libace-dev, but these references are protected by a HAVE_ACE define which
must be set by the caller, so I don't think this is a dependency of
ivtools-dev, per se.)
