Looking at the changes between 1.0.6-15 and 1.0.6-16 the only functional
difference seems to be that -16 does not modprobe the modules per default
anymore. But given that the modules were lodaed before upgrading this doesn't
look like a likely reason for me unless there is more logic/configuration
involved than you list here.

Testing this is easy, just remove the comment in /etc/default/acpid before the
corresponding MODULES line.

I fail to see how the other changes might have any influence on the behaviour
your describing.
