[Pkg-acpi-devel] Bug#499854: should not assume that /etc/issue contains word "debian"

The init script tries to determine if the system is a debian or ubuntu
system by checking if its first word is "Debian". This is not a
particularly good idea, since this is a config file which might be
locally modified to say anything.
