I cannot see how you come to this conclusion. Let's look for instance at
powerbtn-acpi-support.sh. It calls CheckPolicy to decide whether or not it is
supposed to start any action. CheckPolicy in return checks to see if any GUI
power manager is running, e.g. /usr/bin/gnome-power-manager or
/usr/bin/guidance-power-manager, but not gdm. AFAICT these power managers are
only started if someone is logged in.

Could you please explain?
