I can't reproduce it neither on ppc nor on i386. I did an install
using all debconf flavours (ALSA - OSS - DEFAULT) and at all
installs the link was created:

# ls -al /etc/modutils/linux-sound-base_noOSS
lrwxrwxrwx 1 root root 41 Jan 27 14:02 /etc/modutils/linux-sound-base_noOSS -> /lib/linux-sound-base/noOSS.modutils.conf
# ls -al /lib/linux-sound-base/noOSS.modutils.conf
-rw-r--r-- 1 root root 1059 Dec 29 13:04 /lib/linux-sound-base/noOSS.modutils.conf

If this bug really exists, it has had to be reported to us in the
past. So maybe your piuparts run fails for some reason?

If you confirm I'll close that bug.
