Yes, because the bacula-director package is not changed and thus
prerm/postinst are not run.

Exactly. Maybe we should put something into the documentation somewhere
to at least have this documented and maybe also put an advisory there
that switching the database backend on the fly is not directly
supported, that no database conversion takes place and that the admin
better purges all director packages and reinstalls them to get the full
benefit of the dbconfig-based setup.
