I just went ahead and enabled non-root mode the be the new default for 
bacula-fd in this branch, adding code to check if it is available in the 
init script (so it does not fail on FreeBSD) and documenting the way to 
disable it.

If it does not work or other problems arise we can always revert this 
change.
