[pkg-bacula-devel] Avoid upgrading to dbconfig-common 2.0.5, it's broken

After reading bug
https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=835987 I think some
changes to the psql/mysql code in dbconfig broke sqlite3 and only sqlite3.

This could be why I did not see the problem with mysql.
