[pkg-bacula-devel] Tests with OpenSSL-3.0

Hi!

I just pushed a new openssl-3.0 branch to test the compilation of Bacula
with the soonish to be released new openssl3.0.

Bacula uses deprecated functions but still compiles.

(On the other hand, I was bitten with radsecproxy, which failes to
compile because of too strict compiler flags.)

We should keep an eye on the state of the openssl transition to not get
hit should other things change.
