  Cleanup of the test_builder code.
  
  Firstly pull out the export upstream tests to test UpstreamExporter,
  rather than the builders for most tests.
  
  Secondly create a BuilddebTestCase that will grow builddeb specific 
  methods to remove the duplication that I have started adding.
