[Pkg-bazaar-maint] package versioning for multiple distro's

As I mentioned earlier, I'm doing essentially backports for
bazaar-vcs.org, to make it easy for users to get bzr.

The previous maintainer of these had the same version - e.g
0.19~20070801-1 - for all the distros, but mentioned when he handed over
that he thought that was a mistake.

Now, the only problem I can see is that the package may not get
correctly replaced when doing a distro upgrade from one distro to
another.

I'm inclined to ignore this because it will fix itself naturally as bzr
released.

But one way to solve this I guess is to add a version for the distro,
giving a partial ordering.

e.g.
dapper: UPSTREAM-DEBIAN-0
edgy: UPSTREAM-DEBIAN-1
feisty: UPSTREAM-DEBIAN-2
gutsy: UPSTREAM-DEBIAN-3

and debian flavours
sarge: UPSTREAM-DEBIAN-0
etch: UPSTREAM-DEBIAN-1

note that the suffix version doesn't support sidegrades between ubuntu
and debian - but neither do the distros themselves, so I don't see this
as a problem.
