I agree as well - and that's what I replied to the bug he filed
(https://bugs.launchpad.net/bzr-gtk/+bug/116378). The package seems
to've been uploaded about an hour after the bug report though, not
leaving a lot of room for discussion (I'm not really familiar with
Ubuntu policy though, so that may be correct).

bzrtools already has the dependencies correct (depends on bzr >= 0.16
and bzr << 0.17). I'll fix bzr-svn.
