[Pkg-bazaar-maint] Bug#452130: bzr-builddeb: option to easily build snapshots

It would be nice if it would be possible to build pre-release snapshots
more easily. This could potentially be done by supporting a 
$UPSTREAM_REVNO variable that is similar to $UPSTREAM_VERSION and is
determined from the version in changelog if it ends in ~bzr<REVNO>.

Related to this, it would be nice if it was possible to have a fallback
for export-upstream-revision - for example, fall back 
to something else (such as tag:$UPSTREAM_VERSION) if $UPSTREAM_REVNO isn't 
available.
