[Pkg-bazaar-maint] Bug#517869: print proper error if bzr mu can't find the pristine upstream branch

Right now "bzr merge-upstream" will print a confusing error if the
pristine upstream branch can't be found. It will simply print "ERROR: No such
tag: upstream-0.1.1" if the last upstream version in debian/changelog is
0.1.1. 

It would be nice if it could give the user a hint as to what is failing
exactly and how to fix it.
