[Pkg-bazaar-maint] bzr should depend on identical version of python-bzrlib?

In the ~bzr PPA, bzr has been updated to 2.4 but bzrtools is still on
2.3. This has highlighted a certain upgrade issue:

bzr and python-bzrlib has 2.3.x installed and new version 2.4.x available
bzrtools has 2.3.x installed and same available

bzrtools has Depends on an appropriate version of bzr, thus requiring
that bzrtools is removed or bzr is not upgraded..... however
python-bzrlib is free to be upgraded, which will create an undesirable
installation.


Thus I think bzr needs to Depends: python-bzrlib (= ${source:Version})

Note that is not binNMU safe - but there is no way to simply declare a
binNMU-safe arch-all to arch-any relation.
