[Pkg-bazaar-maint] Bug#659888: creates invalid clones in some cases

bzr-hg currently has a number of issues that cause it to create bzr
branches which lack some of the history present in the original hg
branch.

This inconsistent view on history then causes issues when pulling in
incremental changes from an upstream branch later.

As such, I think bzr-hg is unfit for release. I'll request it to be
removed from unstable and just be included in experimental for the
moment.
